Legislation Title:  A RESOLUTION approving a Seattle Streetcar Network Concept indicating potential routes for further study and analysis and outlining a City Council review process to determine whether it is feasible to develop all or portions of a streetcar network in Seattle.

 

 

·       Summary of the Legislation:  This legislation designates and adopts the Seattle Streetcar Network Development Plan, a map of interconnecting streetcar corridors linking downtown to various neighborhoods. The Seattle Streetcar Network Development Plan is based on work by the Seattle Streetcar Alliance, Sound Transit and consultants commissioned by the City Council as well as work by the Seattle Department of Transportation.  

 

 

·       Background: (Include brief description of the purpose and context of legislation and include record of previous legislation and funding history, if applicable):  The City Council adopted a proviso during the 2008 budget process that restricts a portion of appropriations for development of the streetcar network until certain conditions were met, among them adoption by Council of a preliminary streetcar network.  Once the network is adopted by Council, SDOT staff will analyze the corridors to choose the most promising routes for priority and study funding options and partnership opportunities. 

 

Seattle’s modern fixed-rail streetcar line connecting the downtown Westlake Transit Hub to the South Lake Union neighborhood opened on December 12, 2007.  A streetcar network will add a transit choice that supports the goal of getting people out of their cars to work or shop without adding to greenhouse gas emissions.  Successful streetcar projects throughout the United States have been funded through public-private partnerships and local improvement districts where redevelopment generates ridership and the streetcar is a catalyst to development
