This resolution supports the protection and enhancement of habitat on the Joint Training Facility (JTF) site.

Background:

The Fleets and Facilities Department (FFD) in 2006 settled an Army Corps of Engineers claim that the City filled 0.97 acres of wetland in the Hamm Creek watershed during construction of the JTF, including agreeing to significant mitigation work on site and off site. This resolution supports additional mitigation for lost wetlands at the site and requests that FFD build the JTF stormwater detention pond to provide such habitat functions as are consistent with the requirements for completion of the JTF and compliance with the Settlement Agreement, and confer with representatives of the Duwamish River Cleanup Coalition regarding design options and plans to provide wildlife habitat. The resolution also requests a briefing between the City Council and FFD on all on-site mitigation alternatives considered for the JTF site. Finally, the resolution calls for the release of all JTF records requested by the Duwamish River Cleanup Coalition and required by law.
Additional
development of wetlands or changes in the design and use of the detention pond
to enhance habitat could add costs to the project and could require additional
appropriations.
