Seattle Ethics and Elections Rules
The Seattle Ethics and Elections Commission is an independent City Commission that administers and enforces the Ethics, Elections, Voter’s Pamphlet, Lobbying, and Whistleblower codes.
These rules interpret SMC 3.70, the Seattle Ethics and Elections Commission’s enabling ordinance. The rules establish procedures for the Commission’s operations, including procedures for hearings, investigations, and enforcement of the codes the Commission is charged with administering.

- Administrative Rules 1-14 were adopted by the Seattle Ethics and Elections Commission at its November 7, 2007 meeting and took effect on December 11, 2007.
- Administrative Rule 15 was adopted by the Commission on February 2, 2011, and took effect March 30, 2011.
- Rules 4.D and Rule 11 were amended on June 6, 2012.
- Executive Director’s Rule covers Mini Campaign Reporting.
